The National Conference is the highest governing body of BALA that is charged with constitutional matters of the association including the election of the Executive Committee.
BALA shall within a period of 90 (ninety) days following every Local Government Elections hold a meeting of members to be known and described in the notice calling such as the National Conference.
The National Conference shall ordinarily:

• Be held after every 2 and 1/2 years
• Elect the members of the National Executive Committee
• Consider audited financial statements in respect of the previous year, approve the programme of action, strategic plan and the budget of BALA as recommended by the National Executive Committe in respect of the ensuing year and review BALA's financial perfomance.
