What is BALA?
It is an association that was formed in 1983 as a vehicle to drive the promotion of unity, solidarity and cooperation among local authorities.The organisation's founders envisioned BALA playing a key role in building a strong, democratic and development allocal government in Botswana.With a membership constituted bycouncilors and chief executives of councilsas well as councils themselves as

Executive Summary
The development of the Secretariat is one of the top priorities of Botswana Association of Local Authorities (BALA). Currently significant amount of resources are every year, being spent on various programmes and activities aimed at improving the operations of the office so as to fulfill its mandate. To this end, the need to ensure efficiency and effectiveness of the implementation of the objectives of BALA and the thinking of local authorities in their drive to actuate the implementation of development initiatives remains as urgent as ever, particularly given the increasing national concerns about poverty, HIV/AIDS, unemployment, and declining human livelihoods.
Objectives
The purpose of BALA is to help create an enabling environment for the Councils to become credible and recognized partners of central goverment and the private sector in the development process.
